Dodgy Custom AI in JOE

I've been trying this since i started modding lol and I'm having probs with it Not sure if any one can help me but the arms on my AI is all weird and dodgy same with the animations I've rigged it up in max and made sure all the envelopes were covering parts of the mesh accept on bit and thats the hood

there's one thing I'm really not sure on. does the Skin modifier need to be on the model
